8. For the cry has gone around the borders of Moab, its wailing to Eglaim, and its wailing to Beer Elim.
9. For the waters of Dimon are full of blood; for I will bring yet more on Dimon, a lion on those of Moab who escape, and on the remnant of the land.

God’s judgment against Moab is inescapable, pursuing the land’s people with death and further destruction until neither fugitives nor survivors remain secure. Isaiah 15:8–9 brings the lament to its most severe point. Earlier verses traced the sudden fall of Moab’s cities and the desperate flight of its people. These final lines show that the disaster has reached every border and that no remaining path offers safety.

The passage begins with the cry of Moab spreading throughout the land. Its wailing reaches Eglaim and Beer Elim. These named places mark the extent of the lament. Moab’s grief is not confined to a ruined city, a fleeing group, or one corner of the country. The outcry has gone around its borders. The whole land hears the sound of devastation.

This widespread cry confirms the scale of the judgment. What began with the destruction of Ar and Kir has become a national calamity. The people cannot contain their sorrow because the disaster cannot be contained. Their lament travels as far as their territory reaches.

5. My heart cries out for Moab! Her fugitives flee to Zoar, to Eglath Shelishiyah. For they go up the ascent of Luhith weeping. For on the way to Horonaim, they raise up a cry of destruction.
6. For the waters of Nimrim will be desolate. For the grass has withered away, the tender grass fails, there is no green thing.
7. Therefore they will carry away the abundance they have gotten and that which they have stored up, over the brook of the willows.

God’s judgment drives Moab’s people into a flight where grief, desolation, and the burden of their possessions reveal that no escape can restore what judgment has undone. In Isaiah 15:5–7, the oracle turns from the cries filling Moab’s northern cities to the people fleeing through its southern reaches. The danger has not merely damaged a few places. It has uprooted people from their land and sent them away weeping.

The passage begins with an unexpected voice: “My heart cries out for Moab” (Isaiah 15:5). Isaiah does not speak of Moab’s calamity with cold detachment. The judgment is deserved within the wider burden of the oracle, yet the prophet still grieves over the human misery it brings. His lament gives the scene its proper weight. Divine judgment is not trivial, and the suffering of those caught beneath it is not treated as a spectacle.

2. They have gone up to Bayith, and to Dibon, to the high places, to weep. Moab wails over Nebo and over Medeba. Baldness is on all of their heads. Every beard is cut off.
3. In their streets, they clothe themselves in sackcloth. In their streets and on their housetops, everyone wails, weeping abundantly.
4. Heshbon cries out with Elealeh. Their voice is heard even to Jahaz. Therefore the armed men of Moab cry aloud. Their souls tremble within them.

Isaiah opens this oracle with the sudden collapse of Moab’s chief centers. Ar and Kir are laid waste in a night. The repeated line presses the shock of the judgment. What seemed established and secure is brought to nothing before Moab can prepare a defense, gather its people, or protect its wealth. Its cities fall before their strength can become a refuge.

Yet the judgment does not remain limited to the places first struck. The ruin of Ar and Kir becomes the grief of the whole land. Isaiah begins with devastated cities, then turns to a people whose confidence has been stripped away. God’s judgment reaches beyond walls and gates. It exposes the weakness of every refuge Moab trusted to preserve its security.

Isaiah 14:28–32 (WEB)

28. This burden was in the year that king Ahaz died.
29. Don’t rejoice, all you of Philistia, because the rod that struck you is broken; for out of the serpent’s root will come out a viper, and his fruit will be a fiery flying serpent.
30. The firstborn of the poor will eat, and the needy will lie down in safety; and I will kill your root with famine, and your remnant will be killed.
31. Howl, gate! Cry, city! Melt away, Philistia, all of you; for smoke comes out of the north, and there is no straggler in his ranks.
32. What will they answer the messengers of the nation? That Yahweh has founded Zion, and the afflicted of his people will take refuge in it.

When surrounding powers promise security yet stand under God’s judgment, the LORD calls his afflicted people to find refuge in Mt Zion which He has established. In Isaiah 14:28–32, the prophet addresses a moment of political change that could easily tempt Judah to place confidence in a nearby power. Philistia sees a former threat apparently broken and is ready to rejoice. Yet the LORD exposes that confidence as false. The end of one danger does not mean that Philistia has escaped his judgment, and the strength of a possible alliance cannot provide the security that only the LORD can provide.

Verse 28 dates the oracle to the year of King Ahaz’s death. The date places the message in a time of transition, when surrounding nations could reassess their position and imagine that new opportunities had opened before them. Such moments often create false confidence. A weakened ruler, a broken rod, or a change in power can look like the beginning of safety. But the prophet does not allow Philistia to interpret political change apart from the LORD’s purpose.

24. Yahweh of Armies has sworn, saying, “Surely, as I have thought, so it will happen; and as I have planned, so it will stand:
25. that I will break the Assyrian in my land, and tread him under foot on my mountains. Then his yoke will leave them, and his burden leave their shoulders.
26. This is the plan that is determined for the whole earth. This is the hand that is stretched out on all the nations.
27. For Yahweh of Armies has planned, and who can stop it? His hand is stretched out, and who can turn it back?”

The LORD’s sworn purpose to break Assyria reveals that his plans for every nation stand unaltered and his outstretched hand cannot be turned back. In Isaiah 14:24–27, the prophet turns from Babylon’s downfall to a direct declaration concerning Assyria. This shift does not weaken the earlier judgment on Babylon. It strengthens Judah’s confidence that the God who rules one threatening empire also rules every nation.

20. You will not join them in burial, because you have destroyed your land. You have killed your people. The offspring of evildoers will not be named forever.
21. Prepare for slaughter of his children because of the iniquity of their fathers, that they not rise up and possess the earth, and fill the surface of the world with cities.
22. “I will rise up against them,” says Yahweh of Armies, “and cut off from Babylon name and remnant, and son and son’s son,” says Yahweh.
23. “I will also make it a possession for the porcupine, and pools of water. I will sweep it with the broom of destruction,” says Yahweh of Armies.

The lament over Babylon’s king reaches its deepest point in Isaiah 14:12–23. The ruler who had seemed exalted above the nations is shown to be a mortal man whose pride ends in disgrace. The LORD brings every self-exalting ruler down, exposing claims to godlike power as empty through public humiliation, death, and irreversible judgment on the kingdom built by pride.

3. It will happen in the day that the LORD will give you rest from your sorrow, from your trouble, and from the hard service in which you were made to serve,
4. that you will take up this parable against the king of Babylon, and say, “How the oppressor has ceased! The golden city has ceased!”
5. The LORD has broken the staff of the wicked, the scepter of the rulers,
6. who struck the peoples in wrath with a continual stroke, who ruled the nations in anger, with a persecution that no one restrained.
7. The whole earth is at rest, and is quiet. They break out in song.
8. Yes, the cypress trees rejoice with you, with the cedars of Lebanon, saying, “Since you are humbled, no lumberjack has come up against us.”
9. Sheol from beneath has moved for you to meet you at your coming. It stirs up the departed spirits for you, even all the rulers of the earth. It has raised up from their thrones all the kings of the nations.
10. They all will answer and ask you, “Have you also become as weak as we are? Have you become like us?”
11. Your pomp is brought down to Sheol, with the sound of your stringed instruments. Maggots are spread out under you, and worms cover you.

When the LORD gives rest to his oppressed people, he breaks the tyrant’s rule and exposes all earthly pomp as powerless before death. In Isaiah 14:3–11, the promise of restoration in verses 1–2 leads into a lament over Babylon’s king. Israel’s relief from sorrow, turmoil, and hard service is not a vague change in circumstances. It comes because the LORD brings the oppressor’s power to an end.

Verse 3 frames the entire song. The LORD gives rest from pain, agitation, and crushing labor. Israel had been made to serve under burdens it could not remove. Yet the passage does not direct attention first to Israel’s strength, strategy, or political recovery. The decisive action belongs to God. He gives rest. That order matters. The fall of the oppressor is not the source of God’s mercy; it is the result of his merciful purpose toward his afflicted people.

The people then take up a lament concerning the king of Babylon. The song begins with astonishment: “How the oppressor has ceased!” The ruler who seemed unstoppable has come to an end. His fierce domination, violent control, and confidence in lasting power have all failed. He ruled with wrath and unrelenting persecution. He did not govern with justice or restraint but used power to strike peoples continually and to hold nations under fear.

Isaiah 14:1–2 (WEB)

1. For Yahweh will have compassion on Jacob, and will yet choose Israel, and set them in their own land. The foreigner will join himself with them, and they will unite with the house of Jacob.
2. The peoples will take them, and bring them to their place. The house of Israel will possess them in Yahweh’s land for male servants and female servants. They will take as captives those whose captives they were; and they will rule over their oppressors.

The judgment announced against Babylon does not stand alone. In Isaiah 14:1–2, the LORD turns from the oppressor’s ruin to the restoration of his people. His compassion is the foundation of every promise in these verses. Israel does not restore itself, earn a renewed claim upon God, or overcome its enemies by its own strength. The LORD has compassion on Jacob, again chooses Israel, settles them in their own land, gathers those who attach themselves to his people, and reverses the bondage imposed by former oppressors. The passage directs faith away from human power and toward the merciful purpose of God.

17. Behold, I will stir up the Medes against them, who will not value silver, and as for gold, they will not delight in it.
18. Their bows will dash the young men in pieces. They will have no pity on the fruit of the womb. Their eyes will not spare children.
19. Babylon, the glory of kingdoms, the beauty of the Chaldeans’ pride, will be as when God overthrew Sodom and Gomorrah.
20. It will never be inhabited, neither will it be lived in from generation to generation. The Arabian won’t pitch a tent there. Neither will shepherds make their flocks lie down there.
21. But wild animals of the desert will lie there. Their houses will be full of jackals. Ostriches will dwell there, and wild goats will dance there.
22. Wolves will cry in their castles, and jackals in their pleasant palaces. Her time is near to come, and her days will not be prolonged.

The broad warning of Isaiah 13:6–16 now reaches its specific target. In Isaiah 13:17–22, the LORD appoints Babylon’s fall and brings its proud glory to final desolation. The city celebrated as the glory of kingdoms cannot preserve itself against the God who rules over kings, armies, wealth, and time itself.

8. They will be dismayed. Pangs and sorrows will take hold of them. They will be in pain as a woman in labor. They will look aghast at one another. Their faces will be faces of flame.
9. Behold, Yahweh’s day comes, cruel, with wrath and fierce anger, to make the land a desolation, and to destroy its sinners out of it.
10. For the stars of the sky and its constellations will not give their light. The sun will be darkened in its going out, and the moon will not cause its light to shine.
11. I will punish the world for their evil, and the wicked for their iniquity. I will cause the arrogance of the proud to cease, and will humble the pride of the arrogant.
12. I will make people more rare than fine gold, even a person than the pure gold of Ophir.
13. Therefore I will make the heavens tremble, and the earth will be shaken out of its place in Yahweh of Armies’ wrath, and in the day of his fierce anger.
14. It will happen that like a hunted doe, and like sheep that no man gathers, they will each turn to their own people, and each flee to their own land.
15. Everyone who is found will be thrust through. Everyone who is captured will fall by the sword.
16. Their infants also will be dashed to pieces before their eyes. Their houses will be ransacked, and their wives raped.

The summons of Isaiah 13:1–5 gives way to the terror of the judgment the gathered army will bring. In Isaiah 13:6–16, the Day of the LORD exposes the frailty of human security and humbles proud sinners beneath the irresistible judgment of the Almighty. The passage does not begin by praising the strength of the approaching force. It begins by commanding those who face it to wail. When the LORD’s day arrives, no visible power, guarded city, or human resolve can provide refuge from his righteous wrath.

Isaiah’s oracle against Babylon opens with a striking vision: before Babylon’s downfall is described, the LORD is already gathering the force that will bring it about. Isaiah 13:1–5 declares that the LORD sovereignly summons and consecrates the forces of judgment. No proud earthly power stands outside his command. Babylon may appear secure, wealthy, and strong, but its future is not determined by its walls, rulers, armies, or alliances. Its future rests in the hand of the God who rules the nations.

Isaiah’s song of salvation turns outward in Isaiah 12:4–6. The first half of the hymn celebrates mercy personally received: God’s anger has turned away, he has become salvation, and his people draw from his saving provision with joy. The second half shows what such salvation produces. Because the Holy One of Israel has acted gloriously and dwells among his people, they must give thanks and make his exalted name known among all peoples.

Isaiah’s hymn looks ahead to the day when God’s promised salvation is no longer only awaited but personally known. The future setting of Isaiah 12:1–3 follows the promised reign, gathering, and restoration described in Isaiah 11:10–16. God’s people will not praise him because they have made themselves secure. They will praise him because the LORD has turned away deserved anger, become their salvation, and given them reason to trust without fear.

12. He will set up an ensign for the nations, and will assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth.
13. The envy also of Ephraim will depart, and those who vex Judah will be cut off. Ephraim won’t envy Judah, and Judah won’t vex Ephraim.
14. They will fly down on the shoulders of the Philistines on the west. Together they will plunder the children of the east. They will extend their power over Edom and Moab, and the children of Ammon will obey them.
15. Yahweh will utterly destroy the tongue of the Egyptian sea; and with his scorching wind he will wave his hand over the River, and will split it into seven streams, and cause men to march over in sandals.
16. There will be a highway for the remnant that is left of his people from Assyria, like there was for Israel in the day that he came up out of the land of Egypt.

Isaiah 11:10–16 completes the chapter’s portrait of the promised Davidic King by showing the reach of his reign. The righteous Branch of verses 1–5 establishes justice. His kingdom brings peace to God’s holy realm in verses 6–9. Now Isaiah shows that this King does not rule over a small or isolated people. The Root of Jesse stands as a signal for the nations, gathers God’s scattered people, heals their divisions, and removes every obstacle to their return.

6. The wolf will live with the lamb, and the leopard will lie down with the young goat; the calf, the young lion, and the fattened calf together; and a little child will lead them.
7. The cow and the bear will graze. Their young ones will lie down together. The lion will eat straw like the ox.
8. The nursing child will play near a cobra’s hole, and the weaned child will put his hand on the viper’s den.
9. They will not hurt nor destroy in all my holy mountain; for the earth will be full of the knowledge of Yahweh, as the waters cover the sea.

Isaiah’s vision of peace follows directly from the righteous reign described in Isaiah 11:1–5. The promised Davidic King judges with perfect equity, defends the poor, and removes wickedness. Verses 6–9 show the result of that reign. Under the rule of the Spirit-filled King, God brings comprehensive peace and security to his holy realm because the earth is filled with the knowledge of the LORD.

The scene is deliberately striking. Isaiah does not describe a modest improvement in human life or a temporary pause in conflict. He portrays predators and prey dwelling together, young animals lying down side by side, and children living safely near creatures once associated with deadly danger. Each image presses the same truth: the reign of God’s righteous King reaches into a world marked by fear, hostility, danger, and destruction.

Isaiah 11:1–5 (WEB)

1. A shoot will come out of the stock of Jesse, and a branch out of his roots will bear fruit.
2. Yahweh’s Spirit will rest on him: the spirit of wisdom and understanding, the spirit of counsel and might, the spirit of knowledge and of the fear of Yahweh.
3. His delight will be in the fear of Yahweh. He will not judge by the sight of his eyes, neither decide by the hearing of his ears;
4. but he will judge the poor with righteousness, and decide with equity for the humble of the earth. He will strike the earth with the rod of his mouth; and with the breath of his lips he will kill the wicked.
5. Righteousness will be the belt around his waist, and faithfulness the belt around his waist.

Isaiah places this promise immediately after the humiliation of Assyria’s proud strength. The towering boughs of the oppressor are cut down, yet from the apparently reduced house of Jesse a shoot comes forth and bears fruit. The contrast is deliberate. Human kingdoms rise through self-exalting power and fall beneath God’s judgment, but God preserves his Davidic promise even when that royal line appears low, obscure, and nearly finished. The Branch is not the product of political strength or visible prestige. He comes from Jesse’s roots as God’s appointed King, fulfilling the hope already announced in Isaiah 9:6–7.

God’s promised Davidic King, endowed with the Spirit and governed by the fear of the LORD, establishes righteous justice by defending the vulnerable and decisively removing wickedness. Isaiah does not merely announce that a ruler will arise. He reveals the kind of King this ruler will be, the source of his wisdom, the character of his judgment, and the moral certainty of his reign.
